According to U.N. High commissioner for Human Rights, United States of America violated the International Law by executing a Mexican national.
Humberto Leal Gracia , who was convicted for the 1994 rape then murder of a 16 year old girl and was executed by by lethal injection Thursday evening in Texas. Leal was not granted consular access, as non resident American, was his right under Article 36 of the Vienna Convention on Consular Relations. According to Navi Pillay, whether Leal got fair trial as there was denial of access concerns and he deeply regrets about this execution after a last minute of Supreme Court decision refused him for stay.
