The UK Home Secretary Theresa May and the work and pensions Secretary Iain Duncan Smith are working on a proposal that is working specifically on the issue of girl gangs.
After the riots which happened in Tottenham in August, both Smith and May argue that the gang culture has been allowed to flourish unchecked. According to them the reason for rise in number of gangs in UK due to the fact that gangs provide a kind of a security and social order within the organization which is absent in the family structure today.
They also raised concerns about involvement of girls in these gangs and these girls themselves become victims of sexual assault by these gangs.The two cabinet ministers also believe that the country may have turned a blind eye to the scale of sexual violence involved in gangs, an issue first raised in a report in 2010.
The Anti- Gang Strategy calls for early intervention, better parenting and co-ordination of health and other agencies in identifying children who are in a risk of drifting into gangs(usually from troubled families).
It also calls for stricter police control in identifying and monitoring gangs. Mass call-in of gangs is also being suggested in order to shock the gangs to make them realize that the authorities know what are up to. A separate study will be formed on the impact of gangs on girls and they are sexually assaulted by these gangs. These will be used to help the girls to avoid drifting into gangs. Previous studies have shown that girls do not feel confident to pass on information to official institutions as they feel the police will not do enough to protect them from retribution.
An additional £400,000 per year over the next three years will be made available to improve services to support children under 18 suffering rape and sexual abuse, including from gangs.
